About CDP Steering Committees
Note: the
below information applies to CDP Steering Committees in general. For
more on specific districts' steering committees, look in the Steering
Committee section for the relevant districts.
The Hawai`i
County General Plan which was revised in 2005 authorizes Community
Development Planning. It states that if a Community Development Plan
(CDP) is initiated, a Steering Committee must be formed. Appointed by
the Mayor and confirmed by the County Council, the Steering Committee
members "shall be broadly representative of the affected communities" (the entire General Plan can be viewed at:
http://www.hawaii-county.com/la/gp/2005/main.html).
Requirements of a Steering Committee Member
- Works well with others. Able to "agree to disagree."
- Understands the importance of seeing the "big picture" – not only focused on their own personal issues.
- Knows and loves their district and its people.
- Willing to reach out to the community and encourage others to get involved.
- Able to make the approximately 18-month commitment to meet once/month.
- Don’t have to be a well-known, public figure to be considered.
- We
seek applicants for the Steering Committee that represent the diversity
that exists in each district, geographically, generationally and
culturally, as well as the differing viewpoints on key issues facing
the relevant district and the island as a whole.
What the Steering Committee will be doing
- Help
the Planning Deptartment and CDP Consultants to identify and include
the main stakeholders – help us to know who needs to be included and
how to contact them.
- Serve as community liaisons, advisors to the planners, help to monitor progress, and help the CDP to be a high quality product.
- Learn
a lot about the CDP’s process and its contents; review interim work
products and draft reports. The knowledge gained by serving on the
Steering Committee (SC) will help SC members to be a source of
information to people in their communities.
- Review all plan drafts and recommend approval of the CDP to the Planning Director.
- Should
amendments to the CDP be made by the County Council, the Steering
Committee will have a chance to review and comment on those amendments
prior to adoption of the CDP by Ordinance.
